The Dubai Development Authority (DDA) regulates construction and fit-out across the TECOM Group business districts: Dubai Internet City, Dubai Media City, Dubai Design District (d3), Dubai Studio City, Dubai Science Park, Dubai Knowledge Park, Dubai Production City and more. If your unit sits in one of these communities, your fit-out permit comes from DDA — not Dubai Municipality.

DDA runs a disciplined, digital-first process through its e-services portal, with clearly published fit-out guidelines per community. It expects consultant-led submissions, coordinated MEP documentation and Civil Defence alignment. We handle DDA daily and know each community's building-specific quirks — from d3's design-led review culture to the older Internet City towers' as-built discrepancies.

The process, step by step

  1. 01

    Community & building check

    DDA communities each publish fit-out guidelines, and individual buildings add their own rules. We verify both, plus the unit's as-built status, before design starts.

  2. 02

    Drawing package to DDA standards

    Architectural and MEP sets are produced with DDA title blocks, existing/demolition/proposed sequencing and the load documentation reviewers expect.

  3. 03

    e-Services submission

    We file through the DDA portal under registered consultant and contractor accounts, with building management's NOC attached.

  4. 04

    Parallel DCD track

    Fire & life-safety drawings run to Dubai Civil Defence at the same time, so neither approval waits on the other.

  5. 05

    Permit release & works

    Once DDA comments are cleared, the fit-out permit is released, hoarding and site access are arranged with community management, and works begin.

  6. 06

    Completion & closeout

    We coordinate the DDA completion inspection, DCD clearance and building handover documentation so the unit is legally ready to occupy.

DDA and community-management charges vary by district and building. We confirm the exact fee stack in writing during scoping, and refundable deposits are flagged separately from true costs.

Timeline

DDA initial review typically returns within about 5 working days per round. Standard office fit-outs with clean packages regularly achieve permit release in 2–3 weeks including the building NOC.

DDA approval — FAQs

DDA. Dubai Municipality does not issue fit-out permits inside TECOM communities. Your submission, inspection and completion all run through DDA e-services, with Civil Defence in parallel.

Yes — DDA applications are filed under consultants and contractors registered with the authority. That's part of what you engage us for: registration, stamping and submission are included in the service.

Dubai Design District applies additional design-review attention to visible elements — storefronts, signage, and anything affecting the district's public realm. Retail and F&B units in d3 should budget an extra design-review loop.

Yes. Returning a unit to its handover condition is itself permitted work in DDA communities. We handle reinstatement permits as a standalone service, often on tight lease-exit deadlines.
