Dubai Civil Defence (DCD) reviews and approves anything in a fit-out that touches fire and life safety: sprinklers, smoke detection, emergency lighting, exit routes, fire-rated partitions, kitchen suppression systems and smoke-control provisions. DCD approval runs alongside your building authority permit — DM, Trakhees, DDA or a free zone — and both must be closed before a unit can open.

DCD work is unforgiving on detail. Drawings must follow the UAE Fire and Life Safety Code of Practice, systems must be designed and installed by DCD-registered specialist contractors, and the final inspection checks the site against the approved drawings line by line.     Fire & life-safety drawing package

    Detection, alarm, sprinkler, emergency lighting and exit-signage drawings are produced to DCD submission standards and coordinated with the architectural layout.

    DCD submission

    The package is submitted through the DCD engineering portal with the correct consultant and specialist-contractor registrations attached.

    Comment resolution & approval

    DCD reviewers raise technical comments; we resolve them and secure drawing approval so protected works can proceed.

    Installation by registered specialists

    Fire-protection systems are installed, modified and tested by DCD-registered contractors — a legal requirement, not a preference.

  6. 06

    Final inspection & completion

    We book the DCD inspection, attend on site, close observations, and obtain the Civil Defence completion approval your building authority needs to release its own certificate.

DCD fees depend on floor area and which systems are touched. They are modest next to the cost of a failed inspection — a re-inspection cycle can cost weeks of rent and a missed opening date.

Timeline

Drawing review typically takes 5–10 working days per round. The critical path is almost always installation quality: sites that match their approved drawings pass first inspection; sites that improvised do not.

DCD approval — FAQs

If partitions, ceilings or the use of the space change, DCD review is almost always required because escape routes, detector coverage and sprinkler spacing are affected even when you don't touch the systems directly. Genuinely cosmetic works may be exempt; we confirm this in writing during scoping.

No. Fire-protection systems in Dubai may only be installed or modified by contractors holding the relevant DCD specialist registration. Using an unregistered contractor is a common and expensive mistake — the work must be redone and re-inspected.

An inspector walks the site against the approved drawings: detector and sprinkler positions, exit signage, emergency lighting operation, fire-rated construction, and system test certificates. We attend every inspection we manage and pre-walk the site beforehand so surprises happen before the inspector arrives, not during.

Yes — it is a parallel approval. Your building authority will not issue its completion certificate until Civil Defence has cleared the fire and life-safety scope. We run both tracks together so neither waits on the other.
